The exact reason for this isn't 100% clear, but my theory is that when a card like Solemn Simulacrum, Sol Ring, or Cyclonic Rift gets reprinted, the very act of reprinting increases the demand for the card (apparently enough to outweigh the increase in supply)
They are very powerful effects if used in the right deck, and the right deck is usually the one needing ramp
